MEETING MINUTES for November 5, 2007
Meeting called to order at 8:15 AM.
Present: Bob Donahoe, Dave Maynard, Don Ouellette, Ron Rencurrel, Judy Parmelee and Jeff
Smith.
Guest: Kathy Herrick
Absent: Mike Kain and Carol Dobek (Excused)
Minutes of October 3, 2007 were approved.
Pan Mass Issue: The meeting with Allen Eyden has been confirmed for Friday,
December 7th at 4 PM in the Police Station Conference Room (front). Town
Administrator Sheila Vanderhoef, Chief Hedlund and LT Roderick will attend along
with members of the EBC. Our major concern will be safety. Ron Rencurrel, who rode
the Pan Mass Challenge this year, made the points that a lot of police are involved
along the way and that there are places more dangerous along the way than in Eastham.
We will discuss and set an agenda by the next EBC meeting which is scheduled for
December 5th. The agenda will include such items as providing police protection for
crossings at Old Orchard, Brackett and Nauset Roads and the feasibility of closing the
Eastham portion of the CCRT from 7:30 AM – 10 AM on the day of the PMC.
Don suggested that we request the Police Department to close a small portion of Old
Orchard Road (from Arnold’s on Route 6 to Meetinghouse Road about 3/10 mile away)
on the day of the Pan Mass Challenge from perhaps 7:30 AM until 10 AM. Judy will
discuss this with Chief Hedlund.
CCRT Issues:
Bob said he’d have prices, proposed locations and a recommendation for some signs
aimed at cars with “Yield to Pedestrians” written on them for the December meeting.
A congratulatory letter to DCR has been written by Judy signed by the Eastham BOS
and sent to Danny O’Brien at DCR. Bob and Dave will draft a letter addressed to Jon
Peterson with CCRT maintenance suggestions. Dave has not had any reply to his
September 24th Punch List letter directed to DCR with a copy to Jon Peterson at
Nickerson State Park. Jon is directly responsible for CCRT maintenance.
Moving Together:
Jeff reported on this October 17th meeting in Boston. A major emphasis was on getting
kids outside and into exercise using the trails. Subjects such as obesity, helmets and
On Wednesday October 17, 2007 I attended the all day Moving Together Seminar @ the Boston Marriott
Courtyard Hotel in Boston on behalf of the Town of Eastham Bikeways Committee.
This seminar was sponsored in part by the Commonwealth of Massachusetts and the Federal Highway
Administration. The focus of the seminar was about the latest bicycling and walking developments. There
were numerous workshops and presentations on current issues and iniatives presented by authorities in
these various fields throughout the day. Over 224 attendees from across the state attended this seminar.
There were exhibitors present from Mass. Bike, The following Massachusetts Departments, of Health &
Transportation, Public Works, Transportation Systems, and numerous Municipal & State Police
Departments throughout the state. Representatives from some towns were present discussing how they
gained public support for bikeways and the public usage of them in their towns. Representatives of Fay
Spofford & Thorndike in engineers of numerous bike trails throughout New England were also present.
I attended seminars throughout the day on a variety of related subjects ranging from “Safe Routes to
School and Walking Programs”, Right of Way Developments, Promoting Bicycle Safety at an Early Age,
No Child Left Inside, Propel Bicycle and pedestrian Projects in your own Community, the Massachusetts
Bicycle and Pedestrian Safety Board, and lastly, A long Distance Corridor Vision foe the DCR’s Park
System.
Although the main overall vision of the seminar was safety for Bicycling and Pedestrians, a large side focus
was on the overall health of the children of today, and ways to get them outside for overall good health.
The benefits of walking and bicycling, from a perspective of convenience, health, saving money, and the
good of the Environment were stressed. Ways of bringing this message to children, in a way that appeals to
them were discussed and reviewed.
Among topics discussed were: what equipment is needed for safe bicycling, the use of a helmet, and proper
fitting of the helmet, checking your bike, and bicycling crossing with roadways, the “rules of the road”. The
various types of bikeway and roadway signage were discussed, with power point presentations in
accompaniment. A three-page list of contacts made inclusive of all pertinent contact information is
attached to the hard copy of this report.
Overall the seminar was very beneficial to me in the knowledge that I obtained, but also in the contacts
made, and the overall comradeship with those present with a common goal of increased Pedestrian &
Bicycling safety for our respective communities.

diabetes were discussed. Lots of safety leaflets are available and we might consider
obtaining some. Jeff brought up our CCRT Tunnel during the discussion and many are
aware of it and its dangers in biking. We briefly discussed potential signs for the
Tunnel (“Slow Down, Blind Corner’ “Shout” etc). Jeff agreed to write a trip report on
his visit to Boston which is attached to this report.
Property on State Highway 6: There was a brief discussion on the use of property at 3155 State
Highway (near Jason Drive) which is town owned land and might be a possible site for parking
and access to the CCRT. Dave, Ron, Don and Bob agreed to visit this property (almost 9 acres)
on November 9th and report back at the December meeting.
The meeting was adjourned at 9:45 AM. Next meeting is Wednesday, December 5th at 8:15
AM.
Respectfully submitted,
